So your first act as a Congressperson is to give a speech arguing for more resources to improve neighborhoods in your district. But some other Congressperson immediately gets up and says “Neighborhoods don’t make any difference at all.

The reason people who live in poor neighborhoods aren’t doing well has nothing to do with the neighborhoods at all. What’s really happening is that some people inherit lots of smarts, and they’re smart enough to move out of the bad neighborhoods, so the people left behind in the bad neighborhoods are the less smart people, who naturally do less well in life.                  Neighborhood Effects

While forming a new family, each adult has options of where to live. The concern is how the choice they make children in the long run. Some studies have shown that neighborhoods matter. According to Leventhal and Brooks-Gunn (2003), policymakers and scholars’ interest in finding a connection between children development and the neighborhoods they live in is triggered by the trend of increasing poverty in urban areas and family and neighborhood poverty demographics.

Due to the decreasing economic conditions, scholars from various disciplines started “neighborhood research” to determine how limited resources in a neighborhood can affect children and youth development. The neighborhood research contains non-experimental and experimental studies. According to Leventhal and Brooks-Gunn (2003), various studies show an association between neighborhood s and children and adolescent development. Therefore, the neighborhood research is testing the theory that neighborhoods that children and youths grow up in can have a long-term effect on their development.

At first, to determine the neighborhood impacts on children and youth, a non-experimental study was used, where data was collected from the US-census.
